Job Description and Qualifications

Purpose
To provide Construction project engineering ownership and oversight to ensure the success of the FAITS project for the working and safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.

Nature & Scope
The Jazan IGCC is the world’s largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. Facilities and assets include; residue gasification, acid gas clean up (Rectisol), soot ash recovery, sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and waste water treatment facilities.

The Project Delivery team have a requirement for an experienced Senior Construction Project Engineer to oversee and act as the JIGPC Construction Technical Authority (TA) for the EPC Contractor during detailed design, construction, and commissioning on the world class FAITS (Facility Advanced Integration & Trips Solution) project.

The role will sit within a multidisciplinary engineering project team under the supervision and guidance of the project Technical Lead whilst reporting directly to the Project Manager.

Construction leadership and technical guidance is required in relation to construction activities around live IGCC facility operating units including, but not limited to:
  • Process Units: Gasification, Hydrogen Recovery, Sulfur Removal, Soot & Ash Recovery, Sulfur Recovery, Closed Cooling Water Systems, Fuel Gas Systems, Waste Water Treatment, Chilled Water, and Flare System.
  • Power Block: Gas Turbines, HRSG, and Steam Turbines.
  • Utilities: Desalination, Water Treatment, Sea Water Cooling, Steam/BFW/Condensate, and Sea Water Intake
The plant assets include a variety of equipment including, but not limited to: pressure vessels, heat exchangers, and pressure systems such as piping, piping connections, piping support systems, piping insulation; spring hangers; hoses, materials handling equipment; refractory systems; manual valves, automated valves and instrumentation and specialty piping items; dust suppression systems; fire protection systems; and a wide variety of stationary equipment (filter presses, bag houses, silos, etc.).

PRINCIPAL ACCOUNTABILITIES
Safety
  • Provide & maintain a safe work environment for self & others. Employ good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries.

Engineering:
  • Lead in the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee Inspection & Quality Assurance initiatives for all Construction activities.
  • Lead in the provision of engineering support & guidance during the construction of the plant. Maintain accurate documentation for construction and commissioning activities. Monitor quality assurance initiatives including equipment installation & assembly, alignment, cleanliness, integrity, etc.
  • Lead in the provision of engineering input for development & preservation of equipment standards, procedures, best practices, inspection contracts, and contractor selection guidelines.
  • Develop detailed engineering specifications, evaluate quotations, perform technical bid evaluations & vendor document review.
  • Develop, implement, and manage a comprehensive risk-based inspection and quality control program working with our quality control department for all construction activities.
  • Establish & maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives and local regulations.
  • Provide engineering support to project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all projects and turnaround activities.

  • Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions. Contribute positively to team discussions and assist other disciplines to deliver quality engineering to meet the project schedule.
  • Drive continuous improvement in safety performance, reliability, and cost of quality goals.
  • Establish & maintain relationships with regional Mechanical based systems & equipment suppliers.
  • Foster and support positive working relationships with internal and external customers, in particular the EPC where support and guidance are essential to meet the schedule.
  • Support, mentor, and develop local Piping and Fixed Equipment Engineers.

JOB REQUIREMENTS
  • Engineering Degree (BSEE / BEng preferred) with >15 years of relevant experience in chemical / refinery / gas plant maintenance / inspection / engineering / commissioning.
  • Experience in Front End Loading and Detailed Design engineering project development through to construction and commissioning.
  • Knowledge and application of industry codes and standards applicable to Construction, Oil and Gas, Power and Refining Industries (API, ISA, NEC / IEC, NFPA, ASME, etc.) and preferably also Saudi Aramco standards and working practices. Knowledge of Construction industry legal requirements for large industrial facilities in Saudi Arabia
  • Experience in leading and guiding teams of experts with the ability to review and comment effectively on technical documents such as piping specifications, procedures, data sheets, drawings and schematic diagrams as well as following and marking up of P+IDs is essential.
  • Experience in the following areas is highly desirable: Steam, Gas and Power control systems in particular Gas and Steam Turbine Piping and Fixed Equipment.
  • Demonstrated “hands-on” ability to identify design and construction requirements for various plant Piping and Fixed Equipment following modifications.
  • Knowledge & appreciated understanding of the principles of Instrumentation connection requirements, experienced in HAZOP & HAZID workshops and working with EPC engineering teams in design development.
  • Candidates should possess demonstrated troubleshooting and problem-solving skills, and an ability to think logically and systematically in an efficient manner.
  • Emphasis placed on safety, teamwork, and aptitude toward challenging work. Skills related to outage planning, organization and communication are highly desirable. Good interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization.
  • Proficiency in English speaking and writing is essential.
